1. What is the meaning by the term adjustment date Competent Driving Licence (CDL) by date of birth?

1. What is the meaning by the term adjustment date Competent Driving Licence (CDL) by date of birth?
The new effective expiry date of the driving license will be adjusted in accordance to applicant’s next date of birth.


2. What is the rationale for the implementing the initiative for CDL license expiration date as the date of birth of the licensee?
Rationale of this initiative are:
i. To facilitate the licensee in remembering their driver's license renewal date.
ii. To reduce the inactive license holders and appeals for the driving license renewal which has expired for more than 3 years.
iii. As an alternative to the alert notifications system which was implemented by JPJ.


3. What type of Driving License is involved in this initiative?
This initiative involves the CDL driver's license only.


4. When is this initiative take effect?
This initiative is implemented on 20 November 2011.


5. Where we apply for the service for CDL license renewal transactions by date?
This service is available at the JPJ state offices / branches through the following activities:
i. Renewal of CDL license.
ii. Replacement of PDL to CDL.
iii. Class insertion for CDL with a combination of CDL renewal, or
iv. To obtain a copy of CDL license with a combination of CDL renewal .
In addition, the CDL license renewal services can also be applied at post offices, e-Government Service Supervisory Agencies (e-services - MyEG, KOMMS, mySPEED) through kiosks and Internet as well as counter service at the National Registration Department (JPN) Note: The implementation at the JPN counters are from December 2011


6. Who will involve?
I. Implementation of this initiative will involve all CDL holders (citizen and non-citizen) including those that will change their licenses from PDL to CDL.
II. For license holders with more than 4 years tenure, the expiry CDL adjustment to their birth date can only be implemented when the balance is less than 4 years as there are no further extensions exceeding 5 years.


7. Is there any a structural change or new rates imposed for the implementation of this initiative to the licensee?
Implementation of this initiative does not involve changes to the fee structure of the existing CDL License and is maintained as follows:
(a) RM20 per year for A, B, and C class licenses.
(b) RM30 per year for non A, B, and C class licenses.


8. Will the government provide any incentives for the implementation of CDL license renewal system by date of birth?
a) The government has agreed to:
i. Provide incentives to all CDL holders with Malaysian citizenship only.
ii. Adjustments to the amount for free or rebate of 50% to the CDL for citizens of Malaysia.
iii. The adjustment fee/rebate is given only once.
b) For Non- Malaysian nationality CDL holders, the fee imposed is based on the pro-rate amount for the requested CDL rounded to the month of birth.


9. How is the CDL license by date of birth based on the incentives provided by the government being calculated?
For Malaysian citizen CDL License Holders, the renewal period is as follows:

[ Next Renewal Period ] + [ Duration between expiry and next date of birth ]
If the duration is between 1 to 6 months to the next birth date, the government will incur the adjustment fee for the extended period where the operational date of the CDL will be adjusted automatically according to the date of birth.

If the duration is more than 6 months, the fee will be charged as follows:

a) RM30 for class A, B and C licenses - where the current amount is RM20 for a period of one year and RM10 charge for the remaining next period exceeding 6 months but less than 12 months.
b) RM45 for other than class A, B and C licenses - where the current amount is RM30 for a period of one year and the balance of RM15 is charged to the next period exceeding 6 months but less than 12 months.

Sample Illustration for the date of birth and the amount of calculation is as follows:

Existing license validity : 22/02/2011 – 19/2/2012
CDL Class : D
Renewal Period : 1 Year
License Holder Date of Birth: 10/10/1980
Based on current system, the next validity period is: 20/2/2012 – 19/2/2013
Duration between license expiry date & Subsequent Date of Birth: 20/2/2013 – 10/10/2013 = 7 months, 20 days

With the implementation of this initiative:
Renewal fee = RM30 (20/2/2012 – 19/2/2013) plus Adjustment fee = RM 15 (20/2/2013 – 10/10/2013)

New Total Amount = RM 45
New License Expiry Date = 10/10/2013


10. Is there a certain period set by the Government to the CDL license holders for this incentive?
The government did not set a specific period for this incentive. The current and new CDL holders are eligible to receive one (1) incentive only.


11. If my CDL license expiry date is a month before my birth date, do I need to wait until my next date of birth to seek renewal of my driver's license?
A licensee does not have to wait until their date of birth. License renewal may be applied before or on the driver's license expiry date and the system will automatically calculate new effective date for the driving license according to the next date of birth.


12. Will there be any penalties for the CDL holders who are late renewing their license after the first adjustment for date of birth made ?
I. With this new system, the driver's license expiry date will always be adjusted automatically with the date of birth.
II. If the CDL holder forgets or delays to renew their driving license after the first adjustment, the renewal fee charges will be based on the normal rate of renewal schedule (i.e. 2, 3, 4 and 5 years)
III. These rates are applied to re-align the renewal period by date of birth and to ensure effective period of renewed CDL license is not less than one year as determined under subsection 27 (5) of the Road Transport Act 1987.


13. Do the CDL holders born on February 29 in a leap year are also affected by the adjustment?
i. For CDL holders whose date of birth is on Feb. 29, the effective date of their CDL license is on February 28 and the new effective date is on 1 March.
ii. If they choose not to use this date (Feb 28 & 1 March), they must renew their CDL on the 29th for a period of four years. i.e Renewal to the next leap year.
